April 2026: Beagles die from overdose

June 2026: A cease and desist letter was hand delivered to Bronco staff and a copy was emailed to them.

July 2026: Activists showed up at the facility with signs making sure Bronco understood that we’re here to stay. IG post

July 2026: A press release was sent out to local reports who had covered AR work in the past before the first protest outside the facility.

USDA/APHIS Reports

APHIS search portal doesn’t have inspection reports, but ARLO has two pages: Inotiv and Bronco Research Services

Report 03-24-2026

Learning from Ridglan, Envigo, and Red Beast (aka High Quality Research)

DATCP in WI was instrumental in shutting down Ridglan

CO doesn’t have anything like DATCP

Animal testing facilities are covered under AWA
USDA inspects research facilities that use regulated animals at least once a year. [USDA/APHIS]

Animal testing doesn’t fall under CO PACFA protections

Red Beast has more AWA violations but all with less severity than Bronco. APHIS Red Beast inspection reports: 02-19-2025 07-31-2025

Envigo was ‘convicted’ by the DOJ. Ridglan reached a settlement with Circuit Court [avma]. Red Beast was not ‘convicted’, they chose to shut down operations

To Do

If you’ve gotten any of this work done please email me to update the website: mbrpressure@gmail.com

You can also access our shared documents in the google drive.

ToDo – Research

  • Read through these resources to find out how to navigate the process.
  • Understand how DATCP in WI was motivated to pursue charges against Ridglan? How can we do the same? What takes you from APHIS reports include violations to charges? Document process here
  • Understand what laws, local or federal, they could be violating.
  • What can we learn from Red Beast, Ridglan, or Envigo? What are the differences and similarities with AWA violations and pressing charges? Document process of Envigo shutting down.
  • What cities or states in the country have passed animal testing bans?
Have they faced legal opposition after passing due to conflicts with state or federal laws
  • With Ridglan, the lead vet lost their license, can we enforce that to happen here? What state agency manages vet licenses? How can one be lost? What is the vet’s name?
  • Learn what shipping company they’re using and get the DOT number of the truck, the company is likely not operating in accordance with regulations.

ToDo – Document Writing

  • We should have different types of statutes to propose
    • Requiring regular unannounced inspections
    • Ending animal testing
    • Other creative ideas…?
  • We need a draft statement/resolution for politicians (state and federal congress) to release that states they oppose animal testing.
  • Write tutorials on how to setup meetings with city council reps, state senate, and federal senate reps.

ToDo – Contacting People

  • Connect with people who worked on closing of Red Beast – Donya
Document how red beast was shutdown and why
  • Research animal rescues and animal rights groups that (see section Outreach)
    • might have connections with gov officials
    • might have people to help
    • might know how Red Beast was shut down
  • Schedule meetings with representatives
  • Connect with State wide and local politicians
  • 9News covered Red Beast , can we get them (Amanda Gilbert) to cover Bronco

Lawyer Help – C B

  1. Would a city or state statute conflict with state or federal laws and be revoked?
  2. Write a state wide statute so we have it to hand to state congress representatives
  3. What licenses does Bronco need to operate? What is needed to revoke them? Veterinarian license, license to test on animals, …?
  4. Can USDA inspectors issue civil fines?

Strategy

Outreach

Ongoing – thanks Gia!

Excel doc showing organizations that have already been contacted. There was very little response; current advice is to try to get someone’s direct email, phone, or social media account and contact them.

PACFA Listed Organizations in Larimer

Contacting Representatives

Setup meetings with your officials governing this area. If you live local this goes all the way down to the city council. If you’re elsewhere in CO, this includes talking to state officials: congressional representatives, state representatives, governor, and attorney general. Request these people to put pressure on regulators to conduct unannounced inspections. Request that these officials express public support for a bill to end animal testing.

Changing Laws

City Ballot Initiative

Instructions

State Ballot Initiative

This is not realistic, but proposing it would make us look like we’re stronger than we really are as a movement. It would also spark some public attention.

Steps outlined here

Proposing City Statutes

FoCo Resolution

FoCo Ordinance

We can approach this by requesting that the city council pass a statute or publish a resolution. I have drafted a resolution and Lief drafted an ordinance. The ordinance is a ban that could be enforced; while the resolution is a non-binding statement of opinion.

  1. write a statute – Done
  2. Write an convincing concise argument – Done
  3. Contact every city council representative asking for support – Done
  4. Sign up to speak at meetings
  5. Create physical template letters for people to sign including spots for their name and address – Done
  6. Hand out and hang up flyers with instructions to contact city council – Done
  7. Stand outside grocery stores and attend public gatherings to request that civilians sign the letter and mail it

City Council members that support us can be directed to send our letters to State-wide representatives.

Proposing State Statutes

Generally follow the steps in Proposing City Statutes

Legal Enforcement

Prosecute them like was done at Ridglan or Envigo?

Press

Hold protests, speak outs, and vigils near the facility in Fort Collins to have a public statement of the issue and raise awareness
